Google play store continuously "downloading" but does nothing.

I have been having this problem for a week now on my LG optimus dynamic, it goes back and forth first and works and then it doesn't work. And now its been 2 hours and it hasn't worked at all.
I have done literally everything and I mean EVERYTHING, that includes:
clearing cache
force stopping...
